The Guide to Landscape Criteria for Photovoltaic Solar Plants on Rural Land in Navarre proposes a comprehensive planning method that is developed in two complementary stages and scales. First, planning at the territorial level, which guides optimal location through territorial zoning processes and consideration of the territory’s capacity to accommodate such plants. Next, the project assessment stage at the local level, designed to be applied in the Environmental Impact Assessment and in the Authorization of activities on non-developable land, using contextualization criteria.
